Value re-raise the river or no?

Down to four handed in a private tourney that pays the top two spots
(although there is a good chance that a 3 way chop will happen as the
blinds a high and the chip stacks pretty even).

I get Ad9c in the SB and the BB has me covered.  Blinds are 800/1600
with a 200 ante.  I don't recall the exact chip stacks, but say I had
25k and he had 30k. It's folded around to me and I raise it to 6k and
get called.

Flop 6d7d10s.
I am not too happy with the flop.  The player I am up against is a
defender and could have anything.  I check it, but I have check/called
and check/raised this player with some big hands earlier in the
tournament so I think I might get a free card.  He checks behind - so
that worked.

Turn Jd
So I have the nut diamond draw and a gutshot.  I was tempted to make a
semi-bluff/defensive bet of 1/2 the pot, but for some reason I checked
it and he checked behind.  I think this was a mistake by me, but
that's what happened.

River 8d
What a card.  Here is where things got interesting (I thought).  I
make a smallish value bet 4k and get min-raised to 8k and I have to go
into the tank.  What could he have given the previous action/lack of
action.  I am thinking that he has nothing - with a small flush, he
would have bet the turn (I think).  Maybe he made the big straight,
but with 4 diamonds out there a river min-raise seems pretty ballsy
since he knows I would call with any diamond for those odds.  If he
has the nothing I think he has, a raise gets no more value, but opens
the door if he played the straight-flush in a wacky way so I go ahead
and just call.  He had nothing.  Should I have put in the re-raise
(which would have been all the chips)?

For the record - we chopped it 3 ways and I got a little extra for
having a decent chip lead - but it was all coin flips at the end.
