When I become dictator of racing....

All tracks will have to provide their signals to all account wagering 
firms. Those firms will have to carry all tracks. Disputes will go to 
binding arbitration.

  All tracks will be required to post early scratches the night before 
(that means you,NYRA).

  Video feeds will show odds during post parades and regularly show easy 
to see grid of exotics probables(that meant you,Magna tracks).

  Patrons at tracks shall no be forced to watch commercials between 
races (we usually can not hear them anyway).

  After a race a track can not show replays more than twice before 
showing will pays.

  After inquiries and objections a steward will explain the decision.

  All horses with the same trainer are part of an entry.
